Trained as a lawyer at the American University of Beirut, where she later completed a doctorate in technology policy, Fatima Al-Sarraj has advised national regulators in the Gulf and the Levant on data-protection frameworks. She joined the Institute in 2021 from the Arab Reform Initiative, where she led research on platform accountability and cross-border data governance.
Her current work compares how jurisdictions with very different enforcement capacity approach algorithmic accountability, and what that divergence means for firms operating across them. She edits the Institute's technology-and-society briefing series and is a regular commentator on digital-governance policy.
