Harmonised learning-assessment and employer skills-needs indicators for 63 countries, with a 19-country cohort-tracking panel.

Overview

This dataset links harmonised learning-assessment scores to labour-market skills requirements for 63 countries, allowing comparative study of how measured learning outcomes relate to the competencies employers report needing. Assessment scores from different international testing programmes are harmonised onto a common scale using linking items documented in the technical appendix, and skills-gap measures compare assessed competencies against employer-reported requirements by sector rather than against a single national benchmark. A 19-country cohort-tracking panel subsample follows the same learners from assessment into early labour-market outcomes, subject to the consent and data-protection terms of the contributing national surveys.

Access and downloads

This dataset is open. The extract below is free to download and reuse under a CC BY 4.0 licence, with attribution to the International Research Institute. The full series is also available on request in other formats, including SPSS and a JSON API.

Methodology

Learning-assessment scores are harmonised onto a common scale using linking items; skills-gap measures compare assessed competencies against employer-reported requirements by sector.

The full construction, weighting choices and coding rules are documented in the public codebook released with each version, and the dataset is published under a CC BY 4.0 licence.
