Supply-concentration and stockpiling-resilience measures for critical minerals and strategic commodities across 46 countries.

Overview

The Strategic Resource Security Index measures supply concentration and stockpiling resilience for a defined basket of critical minerals and strategic commodities across 46 producing, refining and consuming countries. Supply concentration is calculated with a Herfindahl-Hirschman index applied to trade-flow data by commodity; stockpiling resilience uses days-of-cover estimates where reserve data is publicly disclosed, and is marked data-unavailable rather than estimated where it is not. The index supports comparative analysis of supply-chain exposure for governments, investors and researchers; it is a measure of concentration and disclosed resilience, not a prediction of supply shocks.

This dataset is open. The extract below is free to download and reuse under a CC BY 4.0 licence, with attribution to the International Research Institute. The full series is also available on request in other formats, including a JSON API.

Methodology

Supply concentration is measured with a Herfindahl-Hirschman index by commodity; stockpiling resilience uses days-of-cover estimates where reserve data is disclosed.

The full construction, weighting choices and coding rules are documented in the public codebook released with each version, and the dataset is published under a CC BY 4.0 licence.
